Working and configurable timepicker from bootstrap.

This component is a working version off the https://www.outsystems.com/forge/component/645/Timepicker/ forge component, which was broken, outdated and not updated anymore. This version fixed some issues in the resource files, url formatting and overall code. How to use the component: Add the 'ImportTimePickerLibs' in your screen. This is a mandatory webblock to make the component work! Add the 'TimePicker' webblock and link it to the right textfield. Additional configuration is available. Tip: Use the select2 webpattern widget with an icon aligned to the right. (only p10+)
